The following principles guided the design of the programme and will govern its implementation:

• Gender – DEEPEN will facilitate and monitor gender equity in learning outcomes. Recent research reveals no evidence of systematic gender discrimination in school attendance across Lagos state. Findings also indicate few differences in learning outcomes between boys and girls. However, each intervention will be considered through a gender lens and measured to assess and meet the needs of both boys and girls.

 

• Poverty – issues of poverty similarly cut across the programme and will influence all aspects of intervention. Robust evidence has revealed that a majority of children attend private schools at every level of household income. Consequently, we will design and measure the programme structure carefully to reflect the various classifications of poor and ensure an appropriate focus on the most disadvantaged learners.

 

• Sustainability – long-term sustainability underpins the M4P approach to development. DEEPEN will facilitate activity and build capacity among existing stakeholders (including the Government, private schools and their representative associations) to become empowered agents and drive change themselves. Wherever possible, the programme will aim to galvanise action among local actors, for example through working in strategic partnerships, to build a better functioning education system in the long term.

 

• Do no harm – the private school sector in Lagos has been born out of the inability of the public sector to cater to all children and continues to grow rapidly, enrolling more children each year. DEEPEN will be careful to ensure that the present system is not undermined but work to improve quality at all strata of schooling.

 

• Value for money – cost-effectiveness, efficiency and accountability will be built into each stage of the implementation. Interventions will be designed to use resources effectively and achieve the greatest leverage in maximising positive impact.
